Ability to Benefit (ATB) is a provision of the Higher Education Act that provides access to federal and state financial aid resources for students without a high school credential.
Use this form to request a review of your eligibility for ATB at Bellevue College. Read the information and visit the links provided to better understand ATB and how to qualify, then complete the questions.
How to Qualify:
Under the ATB provision, otherwise-eligible students who do not have a high school diploma or its recognized equivalent may qualify for federal financial aid if they:
- Participate in a Title-IV-eligible career pathway program (professional/technical degree or certificate):
AND meet one of the following criteria:
- Successfully complete six hours of college credit, OR
- Co-enroll in High School+ and an I-BEST program, OR
- Pass an approved Ability To Benefit test
Additional Criteria:
- Apply for financial aid by submitting the FAFSA (or WASFA, if applicable)
- Students must be at least 16 years old; students under 19 must be formally released from high school before enrolling
- Running Start and international students are funded differently and are not included in these programs
